Does region-tagged contract money follow the regions that already receive the most public spending? Net fiscal balance is public spending minus revenue raised, per head (ONS, FY 2022-23); positive means the region receives more than it raises. The two columns use independent scales because contract tags cover only a fraction of spending.

Region: the OCDS delivery address region on each notice, i.e. where the buyer says the work will be delivered, not where the supplier is based. Most notices carry no region at all; those sit in the Unspecified bucket and are excluded from every regional figure. England and Wales tags are nation-level, not regions.
Values: awarded or estimated contract values from procurement notices, they are not actual spend, and a single contract may run over several years or be varied after award. Per-head figures divide cumulative tagged value by current population and cover only the region-tagged slice, so they understate true procurement per head everywhere.
Joins: region names are matched to fiscal and boundary data by exact name (case-insensitive); anything that does not match is skipped rather than guessed.
